The Role of Devolution: Understanding County Governments and Assemblies

The 2010 Constitution created 47 county governments, each with an elected Governor (executive) and a County Assembly (legislature) made up of elected Members of County Assembly (MCAs) and nominated members.

Counties are constitutionally responsible for functions like county health services, early childhood education, county roads, agriculture, and local trade licensing, while the national government retains functions like defence, foreign policy, national security, and national infrastructure.

Funding flows to counties through the Equitable Share of national revenue (a minimum of 15% is set by the Constitution, and Parliament sets the actual annual amount) plus each county’s own local revenue sources like property rates and business permits.
